Power line down after transformer explosion report

As discussed during the dispatch call, fire crews were sent to the area of Dublin Road in Richmond for a reported transformer explosion after a caller reported a loud noise and loss of power. Responding units later reported a large tree across the road and a primary electrical wire down, and a command post was established.
