Suspicious man with dog behind Dairy Queen menu

As discussed during the dispatch call, officers were dispatched to Elm Street in Rockville to check on a reportedly suspicious male with a dog behind a restaurant menu board. Employees who were leaving for the night requested a welfare check and asked officers to enter through the back door.
