SUV flashing red and blue lights at other drivers

As discussed during the dispatch call, dispatch received a driving complaint about a brown tan SUV traveling westbound on Highway 23 near Rockville. The vehicle reportedly had red and blue tail lights flashing at other drivers and did not appear to be law enforcement.
