Unresponsive person found on sidewalk at Fred Meyer

As discussed during the dispatch call, emergency crews were dispatched to provide medical aid to an apparently unresponsive person on the sidewalk near a Fred Meyer store by the Garden Valley signal. The person was reported to be wearing a dark shirt and accompanied by two dogs and a cart.
