Complaint of racing vehicles on Grove Street

As discussed during the dispatch call, dispatchers reported a possible traffic complaint on Grove Street involving a blue Toyota SUV and a red Honda CRV that were seen racing before parking in a lot near (number withheld) Grove Street. Responding units later reported that the vehicles were gone on arrival.
