Shirtless man seen with two younger females leaves intersection

As discussed during the dispatch call, police received a report of a suspicious situation near S 23rd St and Wisner St. A shirtless Black male reportedly came out of bushes with two younger White females and then headed southbound; the caller said the male appeared sweaty and was concerned for the females. The reporting party requested to remain anonymous.
