Woman on boogie board unable to reach shore

As discussed during the dispatch call, emergency crews responded near a beach access by the Salvo Day Use Area for a possible water rescue involving a woman on a boogie board who could not get back to shore. Units later reported being at the ramp while the caller indicated she was just north of that location.
