Person unresponsive and not breathing at Seneca residence

As discussed during the dispatch call, eMS and other units were dispatched to a location on East 29th Road in the Country Acres area for a report of an unresponsive person who was not breathing and described as cold to the touch. The caller was reportedly upset and not cooperating with instructions.
