Woman reported choking child outside apartment

As discussed during the dispatch call, dispatchers received a report of a woman allegedly holding a child in a chokehold outside a residence near East County Avenue, possibly at an apartment in that complex. Units were sent to investigate the apparent assault on the child, who was reported to be a minor.
