Driver refusing to move vehicle at intersection

As discussed during the dispatch call, a caller reported a vehicle blocking a left turn at the intersection of Wayne Avenue and Manchester Road in Silver Spring. The driver of the parked vehicle was reportedly present and refusing to move the car, and police were being sent to the scene.
