Female patient with minor injuries incoherent on highway

As discussed during the dispatch call, a medical incident involving two detainees and one female patient with minor injuries was reported on Highway 20 near Sisters. The female patient was incoherent and unable to speak. Additional resources were requested for traffic control on the highway.
