Shirtless man blocking traffic on Market Street

As discussed during the dispatch call, dispatch received a report of a car stopped in the middle of Market Street near an intersection with a shirtless man standing or sitting on the vehicle, swinging his shirt and blocking traffic. The caller was concerned the person might be hit and requested police to respond to the area near a nearby shop.
