Unconscious person found near Miller County street

As discussed during the dispatch call, emergency units responded to a report of an unconscious person in Miller County near County Road in the Texarkana, Arkansas area. One air ambulance reportedly declined transport because of weather, while another air service checked availability and responders planned transport toward Hot Springs.
