Basement smoke from possible water heater fire

As discussed during the dispatch call, fire crews and EMS were dispatched to a home near West Jefferson Street in Toulon for a possible water heater fire in the basement, with reports that the basement was filled with smoke. Multiple neighboring fire departments were placed on standby and some units later responded to assist while crews investigated inside.
