As discussed during the dispatch call, officers responded to a reported suspicious situation near a mall parking lot on East Joppa Road, where a caller reported a fast-walking man shortly before a loud pop and discovered a large hole in the front tire of a blue or black SUV, possibly caused by something placed under the tire.
