Did anyone try to put a can of wet dog food and a bowl of water down for him off to the side away from a lot of people and traffic, and attempt to calm him down? He is probably scared and feeling very anxious, tense and unsure of what to do if he can't find his owner or figure out his surroundings. Don't try to convince him that he should just let a stranger put hands on him...just calm the situation down first and go from there.
