Dog running in and out of traffic on Seventh Avenue

As discussed during the dispatch call, a caller reported a white dog with orange markings and a purple collar running in and out of traffic near Fifth Street and Seventh Avenue by a fast-food restaurant, and the dog appeared to be in poor condition.
