Person locked inside vehicle at shopping plaza

As discussed during the dispatch call, dispatch received a priority report of a person apparently locked inside a vehicle at a shopping plaza near Jonesboro Road, called in by a passerby who plans to remain on scene. The vehicle owner reportedly did not make the call.
