Welfare check after Apple Watch fall detection

As discussed during the dispatch call, a welfare check was initiated near Noonan Court after a hard fall detection by an Apple Watch. Open phone lines lasted about 30 seconds with no answer on callback attempts. Fire and EMS were dispatched.
