Driver blocks road with truck and argues with caller

As discussed during the dispatch call, a caller reported a possible disturbance on Ridge Avenue involving a man who blocked the road with a truck and trailer. The man later moved the truck, swore repeatedly at the caller, and left the trailer partially in the street, leaving the road only partly clear.
