Man with diabetes and stroke history found with leg pain

As discussed during the dispatch call, responders received a call about a 34-year-old man with extreme leg pain and a history of diabetes and stroke, found a few days ago and currently in a wheelchair; they are unable to get him out of the chair near East Perry and 1200 North.
