Traffic signal outage and minor crash at intersection

As discussed during the dispatch call, units responded to a traffic hazard at the intersection of Old Hickory Road and Elizabeth Lane, where the traffic light was flashing red in all directions and traffic was increasing as a nearby high school day was starting. An apparent minor vehicle accident was also reported at the same intersection.
