Complaint about crowded pontoon without life vests

As discussed during the dispatch call, dispatch received a complaint near a watersports business by the marina about a pontoon boat with many people aboard, where some reportedly were not wearing life vests and someone on the dock was arguing. A marine unit responded from a nearby marina to check the situation.
