Disabled vehicle causes traffic backup near Grove

As discussed during the dispatch call, officers responded to a possible traffic backup near Summit Crest Court and Grove. They contacted a disabled vehicle, reported to have a Kansas handicap plate, that would not move and requested a tow truck.
