Car passing on shoulder on westbound I-70

As discussed during the dispatch call, dispatch received a report of a gray Nissan passenger car driving westbound on I-70 near mile marker 199 in Warren County and apparently passing other vehicles on the shoulder. The information was relayed to highway patrol in that area.
