The current time is 8.18 a.m. Central Daylight Time. At 7.41 a.m., trained weather spotters and law enforcement reported the 2nd Avenue underpass was flooded and impassable in Washington. Between 2 and 4 inches of rain have fallen. Flash flooding is already occurring. Expected hazards include flash flooding caused by heavy rain. Drain spotters reported. The following impacts are expected, flash flooding of small creeks and streams, urban areas, highways, streets and underpasses as well as other poor drainage and low-lying areas. Some locations that will experience flash flooding include Washington, Cigranee, Columbus Junction, Wilman.
