Reckless SUV reported swerving on highway

As discussed during the dispatch call, dispatch received a traffic complaint about a black SUV reportedly swerving all over the northbound highway near 4th Avenue SE and 5th Street SE, forcing oncoming vehicles to move aside. The vehicle was last reported continuing northbound in that area.
