Complaint about erratic van speeds on Highway 12

As discussed during the dispatch call, dispatch received a traffic complaint about a white rental van driving at inconsistent speeds on Highway 12 east of Webster, possibly continuing toward Wabash. A unit was advised but may not be able to catch up to the vehicle, and it is unclear if the complainant will sign a complaint.
