Encampment damages gate at Westminster plaza

As discussed during the dispatch call, radio traffic reports a possible encampment on the north side of a shopping plaza parking lot near an eastbound highway off-ramp, where individuals may have broken a Caltrans gate. Caltrans was requested to be notified about the damage.
