Unanswered 911 open line at Westwood Road home

As discussed during the dispatch call, dispatch received a 911 open line from a landline at a residence on Westwood Road with only hold music heard. Multiple callbacks to the landline and an associated cell phone were reportedly unsuccessful in establishing two-way communication.
