Man yelling at cars near stores in Worthington

As discussed during the dispatch call, dispatch received reports of a man yelling at vehicles and appearing manic while walking near several businesses, including a thrift store, a smoke shop, a liquor store, and a large retail parking lot in Worthington. Deputies were sent to check on his well-being.
