Driver reports impaired driving and loss of control

As discussed during the dispatch call, a caller at an animal hospital parking area reported a possible impaired driver in a silver BMW SUV that was swerving and reportedly could not go faster than about 20 miles per hour. The caller also believed the vehicle owner might be remotely controlling her car.
