Masked man repeatedly rings doorbell at night

Received a 911 from a (name withheld), (number withheld) 10th Avenue West, requesting to speak to law enforcement regards to an ongoing issue with an unknown male wearing a mask and nightgoggles who has been ringing her doorbell all hours of the evening.
