Child reported not breathing near Victoria Ave NW

There are no words if this truly is a child. The child may have died overnight and it's evening before 911 was called? I have so many questions. My heart is broken and I don't even know this child. Please keep all the first responders in your thoughts and prayers also because again if this truly is a child, this call will be etched in their memory as long as they live. My brother was a paramedic for 35 years and he could recall in vivid detail, every call that involved a child. 💔
