A man in his thirties, who appeared to be under the influence of drugs or alcohol, was yelling at a resident’s husband near Palmer Street. He was also seen looking into the resident’s vehicle and cursing at the window. The resident’s husband was holding a stick and refused to move away. Neighbors reported a verbal argument with the stranger. No weapons were seen, and the disturbance was reported as verbal only.
