An officer in Chester checks on a man on Walnut Street who is wearing black pants, white shoes, and no shirt. Another call that may be related comes in, and a person wants to meet an officer at Maple Street and Poplar Street. The officer then gives the man a courtesy ride toward Oak Street, but reports that the man runs off during the ride or shortly after.
