Report of tampering with parked car on Ellis Avenue

An officer went to Ellis Avenue after a caller reported several people trying to get into a parked black car on a corner. When the officer arrived, no one was outside. The caller, who had been walking a dog, had only witnessed the activity and reported it. The officer suggested that if the car is damaged and the people seen tampering with it are gone, the vehicle owner should call emergency services to make a police report by phone.
