Reckless dark blue car reported in possible hit-and-run

Last seen exiting at Exit 13, unknown direction of travel after for a dark blue car, possibly involved in a hit and run.

Caller was a passerby.

Stated that she saw him driving at high rates of speed, all over the roadway, hit several cones on I-69 southbound, and sideswiped another vehicle.

We have not received any calls about the other vehicle being involved.
