Man on bike falls into ditch, may be intoxicated

Report of a male on a black bike, blue shorts and a white and red shirt, possibly intoxicated, fell into a ditch.

My caller helped him back up and was told to leave.

Told that they are on their way to the west and my caller is worried that he's having some sort of mental health issue or is heavily intoxicated.
