Child reported naked outside with adult present

Not sure of this situation, but my brother when he was little would run around outside naked, my mother would put his diaper on and he would take it off and jump through the sprinkler. Maybe because of the extreme heat and humidity the kid was like my brother. The male with him maybe his father, and automatically thought something fishy was going on. Hopefully that is the situation and it’s nothing bad .
