Barefoot woman behaving erratically at Walmart parking lot

Speaking to a female who advised that there's another female walking around the parking lot with no shoes on and reportedly keeps walking up to customers and trying to talk to them.

Was apparently yelling at a few customers not too long ago, so they would like her checked on to see what's going on.

Do we have any more descriptors other than no shoes?

The only other descriptor she was able to give was that she was pushing a shopping cart with flowers in it.
