Person hiding in roadside ditch near Fort Laramie

At mile marker 23.2 on US 26, just west of Fort Laramie, we have a report of a person hunkered down in the ditch on the north side wearing a flannel jacket.

This is Hageman Ranch on the north side of the highway.

We took a report of somebody in a flannel shirt, jacket type thing, hunkered down in the barrow pit.
