Man follows rider at fairgrounds and asks for money

I have a report of a suspicious person at the fairgrounds by the horse barns.

Party advised, he was in the arena with his horse and there was a male wearing black and white shorts and a teal sweatshirt and a hat that was following him and asking him for money and followed him to the horse.

When he was putting his horse up, he doesn't want him in there.

He left about 9 min ago.

He just wants to make sure that everything is still where it's supposed to be in the barn.
