Neighbor enters apartment while resident in hospital

(number withheld) Bangor Road, unit apartment number (number withheld).

I was reporting a neighbor, (name withheld), who lives in the apartment, is in the hospital.

And neighbor (name withheld), who lives in apartment number (number withheld), is going through (name withheld) apartment currently.

Not sure how he got in or what he's doing.
