Skid steer creates traffic hazard near school buses

Occurred this morning in Genoa when the buses were picking up kids, Highway 35 and Swan Street.

I believe somebody's renovating a house right there on Swan Street and they were driving a skid steer up and down and across Highway 35 while kids were getting picked up.

Believe it caused a hazard.

Unsure the legality of it.
