Grandmother reports unruly juveniles using profanity and making gang signs

The Grandmother realized the juveniles were unruly and called for assistance. She is being responsible and accountable. Seemingly juveniles think because they are young they can do what they please without being held accountable. Judges have realized this and has begun to teach them about consequences.
