Reckless driver blocking traffic on highway

Just got a call about a reckless driver.

They are mile marker 110 heading westbound.

It's a Toyota Corolla, gray in color, Oklahoma plate (number withheld) .

It's either driving very slow or if people try to go around, it'll actually go in between both lanes so nobody can pass.
