Neighbor dispute over bird feeding on block

She was feeding the pigeons in front of her home and a male Hispanic that lives two houses down was picking the peanuts up from the ground that she was feeding the birds with.

Everyone on the block has a problem with this male Hispanic.

No weapons, unknown drinking, unknown drugs.

He's wearing black sweatpants, blue jacket, and a blue hat.
