Uncooperative caller after 911 open line with children

I could hear little kids in the background, they were possibly in a car.

I couldn't get anyone's attention, but when I called back, a female individual answered the phone and was stated there was no emergency but was unwilling to provide me any information and disconnected.

Do we have any history with the number?
