Concrete wall at risk of falling onto highway

We have a report of a concrete wall about 8 " deep and approximately 8 ft tall that appears that it's hanging over from one of the buildings.

It doesn't appear to be supported on the bottom and the RP was thinking that it's going to fall into the highway.

It's actually going to be Jerome and it's about a mile deep into their city.
